Why do providers of prepaid cell phones require a person to have a land line to activate a cell phone?

When I purchased a Net10 cell phone, I was required to provide a land line phone number to activate it through their website. Now I want to change my cell phone number, but I do not have a land line, and Net10 refuses to change the cell phone number because I do not have a land line. I have no use for a land line. Why does Net10 require me to have a land line to activate a cell phone?

    You might be able to get away with simply supplying them with a cell phone number and stating it is your land line, It could be for advertising purposes or just a way to contact you the customer in case of something regarding your account.
